Impose harsher punishment and crack down on people for engaging in the game known as the "Knockout Game"

I would like President Obama to address the nation regarding the game known as the "Knockout Game". I believe that this needs to be considered attempted murder and should be punished with harsher regulations and more discouraging enforcement. Furthermore, all offenders should be tried federally "as an adult".
