The government's funds are currently being taken advantage of. Recent studies have shown that a large percentage of welfare recipients are using illegal drugs, or have used it in the past before. If mandatory drug testing is imposed it will forbid these abusers from possibly abusing drugs even more. The drug abusers will be forced to seek rehabilitation so they can finally resume receiving welfare funds. The government will have cut a good percentage of spending by doing this.
