impose a new kind of term limits on congress

problem: members of congress elected in their gerrymandered districts go to Washington and make decisions that effect all citizens with no regard for the country as a whole.
solution: before every congressional election take a national survey (online or mail-in) rating each member up for re-election as to weather the citizens of this country think that member should be eligible to run for re-election. failure to gain a favorable rating would ban that member from running for re-election.
