Because the Israeli-Palestinian conflict is a threat to world peace, and because previous peace negotiations have not been successful, the United States, its allies and friends need to impose a peace settlement on Israel, the Palestinians and the adjoining Arab countries. This settlement may require the stationing of American and other foreign peace-keeping troops on Israel's internationally recognized borders.
