Mikhail Porechenkov was seen shooting at the Ukrainian military positions while in Ukraine with a heavy, automatic machine gun. A disturbing fact of wearing a blue uniform with a "press" sign on it while shooting at solders adds cowardliness to the picture of this individual. It is important to impose sanctions on all individuals who attempt to break international norms of warfare, support otherwise internationally condemned paramilitary groups in order to destabilize sovereign countries. Mikhail Porechenkov's intention was to breach the peace agreement signed between Ukrainian government and rebel groups from Donetsk. This agreement is another piece of international norms supported by Ukraine, Russia, and OSCE.
