Impose a large federal tax on the manufacture or sale of ammunition for firearms. Exempt law enforcement, military and licensed shooting clubs and ranges (for ammunition used on premises). Serious hunters only need one bullet to kill a deer; duck hunters at licensed clubs would be exempt. Private citizens need no more than a few rounds for personal protection. A $25/round tax would discourage stockpiling of ammunition for non-sporting purposes and would not constitute an unbearable burden for individuals who want to keep firearms for personal protection.
