The UAS industry is projected to grow to $5.9 billion in 2016 (http://www.lucintel.com/LucintelBrief/UAVMarketOpportunity.pdf). This is a prime opportunity to capitalize the growth and fund the aviation infrastructure, and to slow the citizen-opposed march to UAS filled airspace. The current administration has sought similar user fees for conventional manned aircraft. Mandate specific transponders for UAS to work with the NextGen traffic control system for:

-Simple, electronic, remote, nationwide billing per use (EZ pass for UAS)
-Require ALL UAS specific squawking capability to facilitate manned NextGen equipped aircraft to know the position and vectors of UAS nearby

WITH THIS LEGISLATION ALL MANNED PRIVATE/COMMERCIALLY OPERATED AIRCRAFT SHOULD FOREVER BE EXEMPTED FROM USER FEE STRUCTUR
