Impose a Tariff on Foreign Oil producers who are trying to undermine the Energy Independence of the U.S.A

OPEC has stated its intention to combat the U.S. shale oil boom by keeping Oil prices low. In order to protect our Energy Independence and protect our Oil producers from Foreign Governments dumping of Oil the US must exert its sovereignty and impose a tariff on all foreign oil.
