Impose tariff to pay for inspection of imports for quality, safety, contamination

Lately we have heard more and more stories about imports from china being contaminated with lead or various other life endangering substances.
Would it be too much to ask to have those products inspected for safety at the ports before consumers take on the risk of buying those products?
People's pets are dying from contaminated food, children are getting lead poisoning, etc, and it seems that nobody has any intention of protecting us or our pets from these products.
We know that goods from china are notorious for contamination and we know that more and more products are being imported for our consumption. So, couldn't we impose an additional 1% tariff on those imports to pay for inspection and testing of these goods instead of using ourselves or our pets as the test labs?
