Impose a tax/duty on services imported from outside the US such as services moved to India etc that eliminated US jobs.

If this is not already in place, I propose imposing a duty on inbound services that are done in other countries to support US companies. For example, many larger companies eliminate US jobs and move the service work to India and more recently former Soviet countries and pay a fraction of the US salaries. These services are essentially being imported and I feel that this should be treated like an imported material and a duty should be charged so as to encourage companies to stop this practice.
