For yrs. we've tried to get the nations of the world to agree on global pollution standards with little success. It is time for the U. S. to set an example.
To give companies time to comply impose a temporary (5-10 yrs.) tax/surcharge on all items imported by any company foreign or domestic based on the estimated cost to upgrade to U. S. pollution standards from the manufacturing nations standards in the time allotted.
Each yr. use the revenue as a credit up to 1/2 money spent to upgrade to meet or exceed our standards.
If a country or company chooses not to upgrade by the date set, they will be banned from the U. S. market.
We have no control over what another nation does within their own borders, but we can set minimum standards if they wish to import to this country!
