If the President of the United States has terms limits, then members of Congress should as well. It is fair to the citizens of the United States. They should be representing a generation or two of citizens. They should not be representing 4 or 5 generations of citizens. I propose that House members serve 6 terms (12 years) and Senators serve 2 terms (12 years).
