If congress were limited two two terms, it would ensure that they are held more accountable for the decisions that they make, as they would soon be returning to civilian life themselves to face those decisions. Also, this limit would ensure that the networks currently plaguing congress are constantly broken and allow fresh ideas and leadership to emerge without filibusters regarding every piece of legislature. Along with these factors, this will also reduce big spending in elections and level the playing field for the average citizen to run for office.
