Upon the cessation of any Congress having failed to pass at least 40% of the bills placed before it, a state of an "IMPOTENT DO-NOTHING CONGRESS"
shall be proclaimed by the President of these United States.
At such time, the Speaker of the House's term shall automatically be terminated.
The positions of Majority Leader, Majority Whip, Minority Leader, and Minority Whip shall be deemed VACATED and new leadership employed, with the previous leadership and ALL House Committee Chairmen to be enjoined from serving in the same capacity in the next Congress.
On March 15th of the next year, following the declaration of a "DO-NOTHING CONGRESS", a Special Election shall be called to elect NEW U.S. REPRESENTATIVES from every Congressional district in the nation. Current
serving members precluded.
