American corporations have repeatedly complained that the cap on H1-B Visas prevents them from being able to obtain employees with necessary skills that no American workers are able to provide. However, many believe there is no actual shortage, and the program further discourages Americans from pursuing careers in STEM fields where H1-B Visas are prevalent.
Therefore, to remedy this situation, we request the following corequisite reforms:
1) Eliminate the cap on H1-B Visas. This will permit corporations to bring in as many people as necessary.
2) To eliminate "prevailing wage" fraud, require an annual fee to be paid by the employer for each issued H1-B Visa in an amount equal to the top 1% US Adjusted Gross Income to be used for training of US Workers in necessary fields.
