The United States could improve on the Peace Corps program started by John F. Kennedy, if I remember right, and swap troops in Afghanistan and around the world with a work force of peace corps members who can get into the civilian population and not just instill peace, compromise and democracy but share each other's cultures, beliefs and thoughts to establish a long-lasting peace instead of fragile alliances and pseudo-peace?
Then, bring troops home while keeping a small peace keeping force behind to handle any incidents or insurgents, and put those returning troops and everyone else to work manufacturing and providing the materials that peace corps force, who would be building not only schools, hospitals, homes, etc. but cultural ties with a global population, will need to be effective
