Improve Child Support Policies and Improve opportunity of ability to pay, by ending interest rates and training the poor

The Welfare Reform Act was designed to reduce welfare costs, improve child support collection and reduce poverty in low-income homes; however, it has contributed to harsh child support sanctions embarked upon young, poor and uneducated fathers and resulted in the disappearance of fathers that had an inability to pay. Consequently, low-income fathers are faced with repeated court appearances, which directly affect the relationships within the families and causes resentment that ultimately leads to fatherlessness. In communities where low-income families are prevalent the effects of fatherlessness is causing continuous cycles of poverty.The interest rate on child support payments should be eliminated. Disadvantaged Fathers should be allowed other options rather than facing jail time.
