To improve communities and community outreach, safety and pay to our police force, and to reform civil forfeiture

State and Local Police have a very stressful and dangerous job, to make their lives safer and to better serve our community:
-Any and all ticketing and fines collected, to include civil forfeiture, are to be provided to community nonprofits, and cannot be used to finance the state/local government-http://bit.ly/2cwVjxv
-Police funding can only be reduced by ballot vote
-Higher pay for police, pursuant to cost of living of where they live
-Full-time set as less than 40 hours a week, have shorter shift hours
-Fund community outreach policies between police and disenfranchised communities
-Encourage minorities to join police force-http://bit.ly/2clRg6x
-Body armor for all police
-Body cameras for all police, data stored in a standard federal database
-Improved training on escalation of force
