Bridge the gap between protecting public safety and respecting the rights of individual patients by requiring any persons unambiguously diagnosed with a disorder found in DSM-IV to have oven mitts duct-taped to their hands until such time as their symptoms are reasonably controlled as determined by a panel of doctors.
