Improve the "dud" rate on cluster munitions.

If the United States will continue to use cluster munitions, we should ensure that their "dud" rate is as low as possible.
1. These weapons contain hundreds of smaller explosives. Failure to detonate means less damage to intended targets and may require additional missions to complete an objective. These additional missions put U.S. troops in danger unnecessarily.
2. Civilian casualties result when unexploded ordinance is left on the ground. This is not only morally wrong, it is also a rallying cry for anti-American sentiments that make us less safe.
3. It is a waste of taxpayer money to drop "dud" munitions and fuel the aircraft that carry them.
