Improve Eyewitness Identification Practices

In order to avoid the travesty of incarcerating or executing innocent Americans, enact a law that requires federal law enforcement agencies to follow fair and reliable eyewitness identification practices, and, to encourage state and local law enforcement to follow those same practices. The federal law should be modeled on existing state statutes like North Carolina General Statute §15A-284.52 or Wisconsin Statute §175.50 and embody the principles of sequential presentation, blind administration, neutral lineup composition, neutral instructions, and confidence statements.
