Improve the Functionality of this Website

The petitions sub-page of Whitehouse.gov, while visually attractive, is of an unwieldy format with the following to consider:

► The 20 petition and 8 response at a time list limit in the browsing pages make accessing the lower-on-list petitions and responses an unnecessary hassle.

► When one follows a link to an individual petition then returns to the open petitions page, the window is returned not to the previous point in the scroll, but rather to the beginning, where the user must now scroll through sets of petitions to return to the point they were previously on the list.

In the meantime I would like to urge users to open links to petition descriptions (the place where you sign) to use a new tab or window, therefore saving your previous location on the old tab or window.
