Government budget accountability must be addressed to avoid another Detroit.
All unfunded liabilities accrued by the government should be 'reserved' for via reserve funds that would directly show up in their balance statement now rather than simply being an imaginary future cost.
All insurance companies in America are required to estimate and carry liability reserves on their balance sheets to adequately cover expected costs in order to protect those policyholders. The federal, state, and local governments should be held to the same standards with regards to pensions and healthcare contracts (like Social Security and Medicare).
These estimated liabilities should be included within each year's budget calculations to provide a realistic measure of our incurred debt for real accountability
