The problem is that "Each day, an average of 79 people receive organ transplants. However, an average of 18 people die each day waiting for transplants that can't take place because of the shortage of donated organs."
The problem is real, around 6,762 people die every day in the U.S. around 2,600 of those deaths are sudden.

I would like to encourage this program because it will improve healthcare, by lowering the amount of patients in hospitals waiting for organs or having life sustaining treatment waiting on organs. "Medicare, Medicaid, and the Children’s Health Insurance Program (CHIP) — together accounted for 22 percent of the budget in 2013, or $772 billion" (cbpp.org). Healthcare debt would lower tremendously if there was a surplus of organ donations.
