I propose that bills be limited to a single issue. If not all bills, then a special class of bills that cover only one issue. Too often bills are passed that include things that ethics, economic responsiblity or common sense would not allow because they were attached to something highly desired. Conversely, things that were agreed upon by an overwhelming majority have failed because the add ons and riders were unacceptable. Limiting the bill to a single issue and allowing only related issues to be contained therein would do much to curtail compromise of integrity and common sense.
