Improve public transportation in California (more buses, subways), so every individual does not have to drive a car

In California, it seems like the only way to get to work, to school, to the movies, or anywhere is by driving a car. Driving on the freeway, or I should say standing on the freeway in a heavy traffic jam, you see all those cars with only the driver in it. Traffic jams are created because of so many cars, the environment is polluted, the people spend so much money on gas. All this can be solved with a better public transportation system. Imagine if 40 cars on a freeway could be replaced with one bus, how much better the traffic would be. PLEASE create a better, well-though-out public transportation system, so each individual does not have to rely on a personal vehicle to be able to do his or her daily activities.
