Propose and support a Constitutional Amendment requiring all members of Congress to take and pass the same test that immigrants seeking to become new US Citizens are required to take.
Anyone who fails will not be permitted to assume their office or receive pay until they pass the test. Those who fail must wait six weeks before retaking the test. They must spend those six weeks doing hands on field work for charities in their district that serve the poor.
