Improve services for US citizens who live abroad.

US citizens who live abroad face a variety of frustrations dealing with their government, ranging from government services that only provide 1-800 phone numbers that are useless outside the US, to embassies and consulates that keep short hours and are unfriendly and unresponsive, to forcing us to call Puerto Rico at exorbitant expense for tax information.

Please
- direct all government agencies to provide direct numbers in addition to 1-800 numbers
- provide a US phone hotline for US taxpayers who live outside the US.
- make sure ALL government web forms (such as https://secure.ssa.gov/apps9/eFOIA-FEWeb/internet/main.jsp?action=OPD ) allow non-US addresses
