Currently, when a petition is removed for moderation, or when it fails to acquire sufficient signatures for a response, it vanishes from the system completely.

To that end:

1) Create a means to search for past petitions that passed the minimum threshold (became searchable), but which then failed to meet the threshold of requiring a response, describing the thresholds and signature count when they expired.

2) Permit elapsed petitions to be renewed under the same terms as new petitions rather than requiring a new petition with the same text be created.

3) Retain/display a reasonable list of petitions (or petition titles) removed by moderation, with the reason they were removed.
