Keeping up with changes costs money. People should be provided with a credit card. This can be used for thier needs and wants .It could be monitored more closely then handing them cash that couldn't be used for other than reasonable sheltering and personal needs.This could be financed by the parents of children in the form of child support. Non-support should be considered a felony due to it being a form of child abuse and neglect.
