Incentivize better representation.  Tie congressional pay to the median income for the district / state they represent.

I think representatives would be more likely to look out for the interests of everyday families if they had to live like everyday Americans.  It isn't fair that they get to set their own pay, especially while many of them oppose our right to collectively bargains.
