Incentivize congress to work cooperatively to create workable budgets

The primary responsibility for the creation of a Budget for the U.S.A. resides with the Congress.
Should the Congress be unable to come to an agreement on a budget or through inaction or intransigence fail to create a budget and the above causes any of the following:
Layoffs
Furloughs
Shut downs
Program reductions
All members of congress shall forfeit their pay in full week increments until they are able to create a functional budget.
At 1 month after any of the above occur members of Congress will begin paying $5000/week fines for failure to perform their duty as elected officials if not resolved.
All monies withheld and fined due to this action will be deposited in the Social Security fund.
Continuing or Emergency resolutions, are not methods of avoiding these consequences
