Employers should look to fill a position with an unemployed person before hiring an employed person where the qualifications of the candidates are similar. It makes no sense to take someone out of a job to fill a vacancy when there is a qualified unemployed candidate available. The government should incentivize employers to hire unemployed persons over the already employed. If the unemployed candidate has the overall qualifications but may require additional training, the government should incentivize the employer to hire the unemployed person and provide the training. These concepts will help the unemployed and help America's economy.
