Instead of infringing on the 2nd amendment in the name of safety, there is a far more effective way to promote firearms safety: Incentives.
The President should -
1) Offer incentives for the purchase of gun safes and gun locks. Regardless of what type of firearm someone owns, proper storage is the beginning of the prevention of unauthorized use.
2) Provide funding and insurance for ranges. Unfamiliarity with anything is the root cause of accidents. Ranges provide training for users of firearms, and many ranges provide training for the use of firearms in a variety of situations. Part of that training is avoiding conflict, which directly plays to avoiding shootings.
3) Provide funding for the CMP and other shooting sports. Shooting sports serve to renew and refresh training.
