As you may know, Bruce Wayne is an iconic figure in the the world of DC comics and cinematic entertainment. Through a tragic turn of events, Mr. Wayne turns his body, mind, and money into a weapon to fight crime in a way that the police are just unable to do.
I would suggest that President Obama, through a series of tax initiatives and technology open sourcing, incentivize one of the 492 billionaires that live in the United States to accomplish that same thing. While the immediate result will probably create the likes of a Joker, Penguin, Two-Face, and Catwoman, the long term impact will be a place released of it bonds to crime, fear, and horror. Unless you are a criminal...then you should just fear.
Mr. President, the time to act is now. We implore you, don't delay.
