Incentivize People to Vote

Voter turnout has always been a problem for elections; the United States averages ~50% voter turnout every election. Comparatively, many other countries average ~90+% every election.

For a functioning, democratic society, voting is an imperative right of the citizens and yet many do not make the effort for their voice to be heard. I believe that the current administration or Congress should devise a method to incentivize US citizens to vote, either through a tax rebate, a new national holiday, or compulsory voting. Just because I do not agree with someone politically does not mean I do not want their voice to be heard!
