Include on all future voting ballots for Congress a space for None of the Above

None of the Above will be included as a possible vote on all federal election ballots strictly concerning the federal candidacies of the House and the Senate. Should None of the Above garner the majority of votes then a new election will be held within a three month time frame that will exclude all candidates on the previous ballot for said office. If None of the Above should again garner the majority of votes, the process will continue until an actual candidate wins. This does not infer however, that the previous office holder will retain their office until a replacement is elected. The previous office holder will be required to relinquish their office on the appropriate date as their term in office would have expired.
