Immigration and amnesty should be a humanitarian issue. To prevent political parties from using amnesty as a vote buying tool, the right to vote should be excluded from any amnesty or path to citizenship program. Regardless of the age at which one entered the country, the right to vote should only be given to those born in the USA. By excluding the ability to ever gain the right to vote, politicians will be discouraged from pandering.
