As a "thank you" to tax paying Americans the administration should direct the Internal Revenue Service to mail a 100 Grand Bar candy bar to every tax payer receiving a tax refund. This would be an actual candy bar of at least 1.5 oz -- not a coupon.
In addition to showing appreciation to the tax payer for allowing the Federal Government to borrow money from cash-strapped Americans, mailing a 100 Grand Bar candy bar would provide the following benefits.
First, additional jobs would be created (at least temporarily) in creating the candy bars. Second, the US Postal Service would benefit from the creation of millions of additional parcels. Finally, receiving a 100 Grand Bar candy bar may encourage more compliance in paying taxes.
