Include Congress in the group of Excepted Employees who must work for no pay during a government shutdown.

Currently, certain elements in Congress have the ability to create financial hardship for thousands of Federal employees by throwing what amounts to a 5-year old's temper tantrum. When they cause government shutdowns to try to force changes in policy, they are actually hurting the country. They have zero incentive to actually work for a solution as they still get paid while everyone else is either being forced to work for free or to sit at home draining their savings. This is unfair and unjust. I propose that Congress be added to the list of government jobs that are forced to work for free during a government shutdown, as both a deterrent to this kind of childish behavior, and as motivation to actually resolve the problem.
