Security Police Officers of the NNSA serving in Protective Forces numbering approx. 2300 protect Special Nuclear Material and have statutory limited federal arrest authority under 161K. These officers have a right to defend themselves and family members from a terrorist threat while off duty. These personnel are at a higher risk of abduction and interrogation by a terrorist cell planning an attack on a NNSA site to extract timely intelligence. These personnel are qualified and trained extensively in the protection of their particular sites and have knowledge of TSCI. Inclusion in LEOSA would demonstrate the government's commitment to the security of SNM at CAT I sites and the safety of personnel entrusted to defend them.
