Large full size all wheel drive SUV's and trucks for personal use are a hazard to others on the roads and are far worse for our ever declining environment and air quality. A portion of the revenue generated by this tax could be used to somehow reward those that choose to live in the cities close to work, or live car-free lifestyles.
