People who are required to pay flood insurance premiums and make no claims for loss should have the opportunity to deduct their annual premium on the federal tax return. This might provide some incentive for resale of the homeowner's property. For example, many home owners never make claims for loss due to floods but are required to pay extremely high premiums for flood coverage. This coverage is double homeowners insurance. Flooding is a national issue but the burden falls only on the Americans who unfortunately bought there homes in "flood zones". Why should homeowners who never make a flood claim or are unlikely to make a claim be the sole contributers & in part, responsible for the very high risk population of homeowners?
