A common factor found in those who commit mass assaults and murder is an existing history of mental aberrations. Thus, it is requested with this petition to include in the National Instant Check System information on mental health to disclose if the prospective purchaser of a firearm falls under any of the following restrictions or disqualifiers:
Is involuntarily committed to a mental health facility;
Is adjudicated as "Not Guilty by Reason of Insanity" for a criminal act; or
Is under active treatment or consideration for confinement or treatment in a mental health facility after a demonstrated pattern of asocial or criminal behavior.
Such information when entered into the National Instant Check System would lead to a "denied" purchase status which could be appealed by the purchaser.
