Include a "neither" box on ballots

To encourage more citizens to vote it should be required that ballots contain a "neither" box. If "neither" receives the most votes, then the vote for that office is to be rescheduled and the candidates that were on the ballot are barred from seeking that office again until the next election. This will strengthen our democracy by giving citizens who are not represented by the lesser of two evils the opportunity to unite and have their voices heard. A democracy is not fully realized if it compels its citizens to choose one, a democracy is fully realized when its citizens can choose none!
