A rquirement that all guns be secured by their owners wouild limit the availability of guns to unauthorized users and not infringe on any legitimate person's right to own and keep firearms. Enforcement would be through the liability that a gun owner would incur should one of his/her guns be used in violence when the gun(s) were not properly secured.
