As can be seen, many High School students today still aspire to study at a college level. However, this does not also mean that there is no percentage of students who do not wish to do so. (Whether it be by will or by inability.)
And often times these students, upon graduation, are thrust into the workforce. A workforce that is, mind you, ever increasing in applicants with a higher education.
This proposal, although time consuming, should hold possibilities in both decreasing unemployment and increasing labor quality. Doing so by granting younger students a decision between aspiring to a greater education, or taking on an apprenticeship of a specific trade. Thus, if they are not spending their time in preparation for college, they can at-least spend it in preparation for the real world.
