Incorporate tests in Senate to prevent corruption

To incorporate tests in the Senate could eliminate corruption in the United States Government. The tests would see what knowledge you know in the bill and the positives and negatives of the bill, if a Senate member fails (under 65%) they can't vote. This could prevent ignorance in voting and end corruption.
