Increase American student's scores on International Program for Student Assessment tests.

The International Program for Student Assessment is a test administered to middle and high school students worldwide to track science and math education. American students scored well below foreign students on the 2010 test. The low scores indicate that American students do not receive adequate science educations. If the Federal government adopted a goal to increase American performance on each subsequent test, then it would provide an incentive to improve American science education. Improved science education would ultimately benefit American economic growth by providing educated students prepared for STEM field careers.
