NASA is underfunded. Increasing the budget from .4% to 1% would allow for the acceleration of the manned spaceflight program without making cuts in the robotic exploration program. This would allow NASA to simultaneously inspire future generations of scientists and engineers, while laying the science groundwork for them to go farther.
